Phillip Devaughn Hall

Phillip Devaughn Hall, age 84, passed away on Wednesday, July 2, 2025, at 2:22 A.M., in Oak Ridge, TN

He was born on Monday, August 26, 1940 in Auxier, Kentucky to the late Melvin Monroe Hall and Edith Mullet Hall. He grew up in Auxier, Kentucky and later went to go find work in Columbus, Ohio, where he worked for a retired police officer, who gave him a room and a job as a short order cook.

He worked with his Brother, Bennie Hall, on clearing the mountain for Highways. He then married Carol Dean Fannin Hall on March 20th, 1965.  Then went on to live in Wabash, Indiana where they had one child, Rodney D. Hall and lived for 30 years. He retired from Wabash Alloys as a Maintenance Man specializing in Welding. After retirement they moved to Ten Mile, Tennessee in 1996 and spent quality time together until Carol passed away on September 11, 2005. He then married Hazel Hall on September 23, 2006 and resided in Oliver Springs, Tennessee.

He loved God, his family, His Country, telling stories and jokes, his animals, gardening, whittling, and he surely loved to Fish. His greatest joys in life were being called “Grandpa”, “Papaw”, and “Papie”.

He is proceeded by death by first wife of 40 years: Carol Dean Fannin Hall; sisters, Wanda Sagersee, Brenda Kay Goble, Linda Blackburn; brothers: Bennie Randal Hall, Tommy Hall, Monroe Hall, Rex Hall.

He is survived by his wife of almost 20 years: Hazel H. Hall; son: Rodney D. (Shannon) Hall of Ten Mile, Tn.; stepdaughters: Carleen (Allen) Wilson of Oliver Springs, Tn, Barbara (Gary) Nolan of Oliver Springs, Tn; grandchildren: Benjamin D. Hall, Zachary D. Hall, Elizabeth Hall; step grandchildren: Brittany Grindle, Casey Webb, and Holly Webb; 10 Great grandchildren and 7 step Grandchildren; brother: Jerry (Lisa) Hall of Hagerhill, Ky; sisters: Helen Skeen of Wabash, In, Debbie (Jerry) Burchett of River, Ky; dear sister-in-law, Bennie’s wife: Joann Hall.

A Funeral Service will be held at 3 p.m. on Wednesday, July 9, 2025 in the Chapel of Decatur Funeral Home & Cremation Services with the Rev. Frank Wright officiating. Interment will follow in the Meigs County Memorial Gardens.

The family will receive friends from 1 – 3 p.m., prior to the service.
